Building technology for people navigating legal problems without equal access to support

ProSe.Claims is a MisherTech research and development initiative focused on a simple but serious problem: too many people face legal issues without the money, guidance, or organizational tools needed to present their situation clearly.

For people representing themselves—often called pro se litigants—the challenge is rarely just “knowing the law.” It is gathering records, tracking dates, understanding instructions, identifying what is missing, organizing evidence, and communicating the facts in a clear, consistent way. A person may have a legitimate issue involving housing, consumer reporting, disability access, employment, or another civil matter, yet still struggle to move forward because the process is difficult to navigate alone.

Why This Work Matters

The access-to-justice gap is not small. The U.S. Courts reported that 27% of federal civil cases included at least one self-represented litigant between 2000 and 2019. Legal Services Corporation’s Justice Gap research found that 92% of civil legal problems experienced by low-income Americans received inadequate or no legal help.

That does not mean every unrepresented person has no case, and it does not mean technology can replace a lawyer. It means millions of people are attempting to understand important legal processes with limited support.

Courts also make clear that missed deadlines, incomplete filings, failure to follow procedures, or failure to continue pursuing a matter can affect whether a case is heard. Yet there is no reliable national number showing exactly how many cases are dismissed because a person lacked organized evidence, clear documentation, or procedural support.

That missing support is the problem ProSe.Claims is researching.

The Research Question

Can responsible AI help a self-represented person transform scattered records and confusing events into a clearer, more organized case file—without pretending to be a law firm or offering legal representation?

MisherTech believes the answer may be yes when AI is used carefully, transparently, and within clear boundaries.

How the AI-Supported Process Works

ProSe.Claims explores a structured alternative to an open-ended chatbot. Instead of simply asking a user to type a question, the platform is designed to guide them through the practical work behind preparing a claim.

The process begins with issue intake, where a user identifies the general nature of the problem and the key people or organizations involved. The platform can then help organize documents, emails, letters, messages, notices, receipts, photos, account records, and other supporting materials.

AI-assisted tools can help identify dates, create a chronological timeline, summarize the user’s stated facts, flag information that appears incomplete, and prepare structured draft materials for the user to review. The goal is clarity: helping a person see what happened, what evidence supports it, and what information may still be needed.

The research also includes a ClaimReady Report, which is intended to help users understand the strength of their organization and preparation. This is not a legal opinion, a prediction of success, or a substitute for professional counsel. It is a practical readiness tool focused on completeness, consistency, documentation, and next-step awareness.

Early Case-Study Results

The initiative is informed by the founder’s real-world experience using AI-supported research, evidence organization, timeline development, and document preparation in personal legal and consumer matters.

In two matters, this organized approach contributed to financial settlements. Those outcomes showed the practical value of bringing together records, correspondence, dates, and supporting evidence into a clear, consistent presentation before communicating with a company, agency, or opposing party.

The results did not come from AI acting as an attorney or making decisions for anyone. The work required review, judgment, persistence, and careful use of the available evidence. AI served as a support tool for research, organization, drafting, and preparation.

ProSe.Claims is not a law firm. It does not provide legal advice, legal representation, or guaranteed outcomes. It cannot determine whether a person will win a case, whether a court will accept a filing, or whether a settlement will occur.

Every matter is different. Laws, court rules, deadlines, facts, jurisdictions, and available evidence vary. Users should seek advice from a qualified attorney when legal advice or representation is needed.

The Result We Are Working Toward

The purpose of ProSe.Claims is not to make legal problems seem easy. It is to make the preparation process less confusing, less scattered, and more accessible for people who may otherwise face it alone.

Through research and development, MisherTech is exploring how responsible AI can help underrepresented and self-represented individuals organize their story, preserve their evidence, understand what they may need next, and approach important legal processes with greater clarity.
